PRIMAL Assessment

The CIA helped train elements of ISI to support the Afghan Mujahideen in Afghanistan during the 80s. Since then ISI have been extremely active in training and supporting militant groups on Pakistan’s Afghan and Indian borders. It has probably become the most experienced organization in training insurgents and terrorists in the world.
