Description The Japanese Special Assault Team is the national police paramilitary unit tasked with counter terrorism and hostage recovery. In the Osaka Prefecture it is designated the 2nd Mobile Unit and unofficially ‘Zero Company’. Well equipped, the SAT has the full range of capabilities expected from a Tier-1 domestic hostage rescue unit.

PRIMAL Assessment
The key limitation with the SAT would not be the operators themselves but with the intelligence reporting, bureaucracy, and command and control required to activate them. With most of the deaths from terrorist attacks occurring within the first 60 minutes it may be a challenge to rapidly deploy the SAT within this timeframe if prior intelligence is unavailable.
